According to a video posted on the site of MTV, although not going to act or even being nominated, Tokio Hotel will be present at the ceremony.
As you can see in the image pointed out, appears a picture of Bill on paper and pasted one of the chairs of what will be the audience at the MTV VMA's marking the place and (apparent) presence at the ceremony of award.
